The club manager handles age exceptions. The Arlington Soccer Association approves all age exceptions based on requests submitted by the club manager. The full process includes the following steps:
- When a player wants to play down, the club manager calls the parents to determine the reason.
- If a medical or developmental (hereinafter lumped as "medical") reason for the exception exists, this should form the basis for the request for exception. If a request for exception is approved based on medical reasons, the team can still carry two age exception players for non-medical reasons.
- Medical reasons must be documented by a statement from the player's physician, therapist, school-based counselor or other health care professional.
It should be a signed statement on letterhead and contain sufficient detail to allow the ASA Board of Directors to make a determination.
This information is deemed confidential and is seen only by the club manager, the player's coach and Arlington Soccer Association personnel.
The parent is responsible for determining what additional information the coach should know and discussing it with the coach. Parents are urged to keep the coach informed on these matters.
- Each team is also allowed to have up to two non-medical age exception players on its team.
These players must be playing down no more than one year, may not be select players for that season and should not be placed on the team to "beef" it up.
The intent for these exceptions is to allow for convenience factors (car pools), or to permit a player who was held back a year to play with his/her classmates.
- The club manager fills out the Request for Age Exception form and forwards it to the Arlington Soccer Association for approval. The club manager will advise the coach when the request has been forwarded.
- If a request is denied, an attempt will be made to place the player on a different team. This will normally only happen if there are two other non-medical exceptions already on the team.
- Absent notification to the contrary from the ASA, the request is deemed approved. The technically correct response to an opposing coach's query about an exception player is "The request for exception has been submitted." Lack of disapproval is deemed approval, and the player may play in that game. In case there are more than two age-exception players, it is appropriate to advise the opposing coach that there is/are medical exceptions, but details should not be revealed: it is the responsibility of ASA Board of Directors to determine if sufficient grounds for a medical exception exist.
- If a coach questions the existence of an approved age exception, or if the player with an age exception is clearly performing at a higher level, and there are two other non-medical exception players on the team, the apprpropriate recourse is to file a protest
